So far as I could tell, it appeared to pull the critter up from the ground with a little tug.

This photo was taken in the middle of a golf course. The ibis was at least a dozen yards away from the water hazard, which might or might not in some manner connect through canals to larger bodies of water. It is possible that he caught the eel in the water, and had it on the ground before I got there.
I used s magnifying glass on the critter on the larger screen and believe it is segmented. That might be an artifact though. So, for the time being, let’s call it an American eel.

Looks like the ibis has caught a small Asian eel. I have seen blue heron catch and eat them too.

Yep. I sent the picture to a wildlife biologist friend of mine and he thought it was an eel.
