In Photo-Shop Elm, from filter drop-down manual, chose "Stylize" >>click "Glowing Edge", then you can adjust edge brightness; width; smoothness. It's simple and can be applied on any subject!

I hardly ever use that filter, but it looks like you've found a good subject for it. Well done.

For anyone who would like to try this, the same filter is available in PS 2020, but one must reduce the Mode to 8-bits before it becomes available.

Yes, the image needs to be a simple subject with a little distracting surrounding or back-ground. Show yours if you found!

I am still using the PS-EL 10. not willing to spend more to up date.

Finally found it at home. Its a picture of a koi in a Japanese garden merged with a picture of a used dryer sheet.
