agillot makes a good point. What is the best lens depends on the subject. A macro lens will most often be best for smaller subjects (say 2 inch size subjects, or less). And it will work for subjects that aren't likely to fly off on you. But for larger subjects that are also going to fly off, a longer non-macro lens is best. A mid-range telephoto lens, like a 100-400mm works great on butterflies and dragonflies.
