Yep--I see ‘em all, all the time.
If authorities have failed, my opinion only, it is in not teaching the public how to wear a mask and why it is so important to wear one in public. Taking the temperature to me is a waste of time. A person with a temperature usually stays home and on the other hand many patients are infected and they are asymptomatic.
I am sure eventually the pandemic will come under control but until people are controlled we will see more cases. Social distance, a mask and frequent hand washing as of now are our best friends.
Only one of the ways is correct.

Thanks AZNikon for the positive comment!
A great photograph. I see all of these types when I go out and about in the Santa Barbara, CA area. The other method I see is people literally carrying the mask in their hand. I guess they figure they at least have the mask if they may feel like talking or sneezing.

I see that also when out and about. Thanks for the kind comment on my photo.
Only one is the CORRECT way to wear a mask, IMHO.

See the incorrect ways many times.

Good photo, Bushpilot. The three (good number) are nicely framed by the plantings and the overhead signals. And it's topical.
Thanks Voss, your comments are always appreciated.
