Do people actually
use tools like this - one bit out of 256 makes little practical difference.
Some of us do... there are other tools in the toolbox that are very useful. As far as colour goes... I don't think that 1 in 256 makes a difference... the importance is that, on a simple mouse click, you have the digital value in a split second with little or no work... it's just icing on the cake that it is reasonably exact. It's also cross platform... you can pick the colour in one program and use the value in another.

Also good for "false color" work.
Take that one or three shades of really dark blue and make them light blue, makes details stand out.
