First-year redtails don't look like that.

The dark beak, dark eye, and mottled-but-mostly brown feathering are classic for recent fledgling eagle.

Agree with young hawk but by no means an expert. This is a recently fledged RTH (in the Bay area), has dark eyes, dark beak and mostly brown feathers on back (hard to see in this pic):

If limeybiker is from the UK, then this bird of prey may be what they call a Common Buzzard.

The belly band would indicate red-tailed hawk. The beak is shaped like a hawk beak and not as large as an eagle beak. It is a juvenile, but I don’t know how old.

Sorry about the location I live in Ocala Florida, it looked rather too large for a hawk and my first thoughts were an immature Bald Eagle, I have seen many Red Tailed and red Shouldered Hawks, as well as Bald Eagles, I have photographed a Bald Eagle in the middle of the twelfth Fairway from the back door.

Merlin lists a "Dark Morph" Red-Tailed Hawk. This looks like it could be one.
