Not all dogs are sensitive to loud boom booms, but our two pups Cooper and Abby are very sensitive. Georgia loosened the laws for the sale & use of fireworks about 3 years ago. My wife & I live in a very diverse neighborhood so its not only American holidays, but those celebrated in other countries. It all started about 2 years ago on the 4th. The neighborhood started shooting stuff off at 8 pm and continued until 2am (in violation of the permitted hours, but a call to the police does nothing). It really sensitized our pups and now includes thunder. At the first boom they run in the house and hunker down. Sometimes Abby will go into the shower and sit in the corner.
Do dearly love my dogs and down the decades have had a couple who were "sensitive". One to the extreme of doing major residential damage. Despite that, I would never consider limiting others' freedoms. Turned up the stereo, dog tranquilizers, central room in the house, stayed with them, did the best I could for my friends. I was as responsible for THEM as I was for my kids. No, I'm not into Fireworks, just Freedom.

no dog hates fireworks more that the way I do. Our dog hates the sounds too, but it hurts me more....
Yes, it does give them PTSD!
I am currently in bed with my girl buried under the covers with 6 pillows piled over her and a half a tranquilizer to boot. We are having a hell of a 4th. Thunder, lighting, 90% rain, and fireworks. Our city passed an ordinance last year allowing fireworks in the city limits (not that it stopped them any other year). I, too, believe in freedom of expression but some times it is hard to be objective when your dog is suffering and terrified. In addition I resent having to clean all the left over flying debris from my roof, yard and vehicles.
