I wonder if maybe they are two different species. There are several species of eagle that have the white head and tail, including some that are quite large.

Great image to illustrate the sexual dimorphism of the American Bald Eagle; the small one is a male and the large one is the female. Other than by size they are outwardly indistinguishable.
these are of the same species; only the mature bald eagle has both a white head and a white tail.
