I have 2 on my iPad. Photo Editor+ and Adobe PS Express and Photoshop Fix. All were free and work just fine. Light Room and Photoshop (cloud based) are available in the App Store, but do involve in app purchases.
The crop feature in PS Express is particularly useful as it has all crop sizes for social media and typical print sizes.

Photoshop Express, Lightroom mobile, and Polarr are three Inhave found useful.

If you’re a subscriber to Adobe on your computer you can use Lightroom and it will sync with the desktop.

You could try using the iPad to mIrror your MacBook’s screen or your computer’s monitor If you have an iMac when all are on the same WiFi network. Then just run Lightroom or Photoshop or any other editor you like on your computer with the iPad as a second monitor.
Using the iPad with a stylus may be preferable working with a mouse or even a Wacom tablet.
Don’t know how this might work with a PC.

To jumpstart yourself you need two apps for your iPad; TouchRetouch ($1.99) and Snapseed (fee).
TouchRetouch has a good clone brush and tools that make it very easy to quickly remove unwanted objects in a flash. TouchRetouch will remove power poles and wires, signs, debris on the ground etc effortlessly.
Snapseed is a free Google app that will do most of the editing you need. I like the feature that will edit particular areas only, like a shadowed face etc. These apps work equally well on my iPad Pro and iPhone XS.
The Apple Pencil works particularly well for editing on my iPad but using just your finger will work too by
expanding the area your working on.
There are MANY other apps in the App Store that work very well like Superimpose, that lets you work in layers
so you can do double exposures and inserts. Have Fun

It depends on how you like to work and how much you intend to accomplish. For my iPad needs, I have found that Photogene gives me all I want. Good range of excellent controls, clean interface. Worth your try, totally free.h

Please try Darkroom if you don't want Adobe. Does most everything well.
