I don't know how a Chinese company obtains valid UPS delivery info, but that seems to be their routine way of doing business. Since PayPal apparently accepts any form of "proof," don't expect PP to decide in your favor if you have a claim. Limit your buying to sellers you know well.

Our HOA wanted everyone to join. I read the fine print and said no way. They grab your information from many sources, you gave them permission. They do not sell your information, but do 'share' it with their affiliates to use in conducting their businesses. It doesn't list their affiliates or their businesses.
We all got letters from a woman who had recently moved into our neighborhood recommending we all join. Not only was she not a member, she knew nothing about it.
