Please check out Puget Systems for a computer built to exactly fit your requirements. They built one for me two years ago and it is still awesome. They help you every step of the way. They tell you what you need and also tell you what you don't need. Excellent CS. Not cheap, but nothing really worthwhile is. https://www.pugetsystems.com/

I second this suggestion. These guys are the real deal and will get you to a computer that is just right for you. They select proven components and won’t go for overkill.

Extra fans to keep it all cool and make sure fans are silent.
I'll take CFM over silent, given heat is the enemy of electronics. Besides, cranked up, it's just white noise and a good excuse to ignore "calls of duty".

The time has come to think about replacing my 5 year old PC. It is still working fine but who knows how long? I haven't done much research yet and would appreciate some expert advice on what to consider in terms of brand and performance. It goes without saying that it will be used mainly for photo editing. I don't want to completely overturn the "APPLE" cart but I will probably stick with Windows. Cost is not a concern. Any advice, suggestion, recommendation?
Thanks in advance.

*sigh*
What *is* your 5 year old computer? CPU, GPU, ram, mobo, etc. And what si the purpose?
Sometimes minor parts make major differences.Incremental upgrades are small, quick, cheap and effective.
You can take that old 5200rpm Hard drive and replace it with a pair of SSDs in Raid-0. Almost instant.
Add more, better faster ram. Photoshop just went turbo.

Part of my business is buying old crappy discounted Apple computers, and upgrading them.
THIS is a new (to me) MacPro 4,1. Firmware to 5,1. GT120 out, ATI 5700m in. The 2.6ghz 4 core CPU will be a 3.2ghz 6 core. The 4gb ram is already replaced. It runs Win10, not Yosemite. And very well. My "keeper" is just like it, 48gb ram, GTX1050, Win8.1, kinda dented with a Stormtrooper decal.
A handbrake render is maybe @ 20% of the last incarnation. I'll have a pair of 3,1s in a week.
No system costs more than $200, it's less than $400 to upgrade, and I'll make @ $800 clear per unit.
Gotta Macpro? Ask me a question ...
