All of a sudden any adjustments I make with the light and dark sliders does not happen. Basically any adjustments in the exposure have stopped working. Is this a failure of the hardware in my computer or a a failure of the Lightroom software. Oh me ! Help most appreciated.

It does not sound like a hardware problem.

Are you noticing other things in other programs that don't work right? If not, then it is not the computer hardware.

As simple as it sounds, if you have not yet, shut the computer down and then start it back up.

I was just about to suggest that. I had occasional LR problems like that and re-booting would clear them up for a while. I concluded LR was likely running out of RAM because not completely freeing up previously used memory. This is not unique to LR.

If re-booting doesn't work, maybe re-installing LR will solve the problem.

Close other running programs and non-essential startup items. Check amount of Ram available after you restart.

I’ve been having the same issue. Clicking on a slider to make an adjustment nothing happens. Long delay and then slider moves uncontrollably. I found that by clicking on the slider and dragging it all the way left quickly, I can then adjust it easily to whatever setting I want. A pain but it’s my new normal.

This and have you made sure that the software is up to date. Did you just finish an update then this started happening?

Next, do a 'chat' online with Adobe and they can help you. I did an update a couple of years ago with my CC software and right after that my LR wouldn't display any pictures. I would only display the thumbnails. I did a chat and let them control my computer and as I watched my mouse pointer mover here and there I saw that they did an update on my computers video drivers. The updated both the Microsoft Windows video drivers, and my hardwares video drivers and everything works great after.

If Lightroom Classic begins to run unpredictably, a common recommendation is to "reset the preferences".

Laura Shoe's description of how to do that is here: https://laurashoe.com/2018/06/26/resolving-buggy-behavior-in-lightroom-reset-preferences/

It’s probably a symptom of running out of RAM. When this happens Windows starts using your hard drive as virtual RAM. It is inherently very slow, especially if your hard drive is the older spinning disc type. Is you can increase your RAM that could help.
