Check out these:

Otherwise, many here have touted Photoshop Elements (usually under $100) as a great start to advance hobbyist software. Otherwise there are plenty free image editors on the internet. Just Google, Free Image Editors and you'll be there a while ;)

I started out with Picture It many years ago. I did my first old picture restoration with it. Photoshop is one of the best, but very pricey. Check out Zoner Photo Studio Pro 13, free download to try. Right now $69.00, with the use for up to 3 computers for no additional charge. I've been using it for the last couple of years, and use it more for everyday things than I do Photoshop. It's a lot easier to use than PS too. If you have any questions give me a holler.

You can download Picasa for free online. You can also get 5 gigs of storage space online for $5 a year. That's more than enough for most people. It's easy to download them to the website and you can then email your pictures.
Since you're used to Picture It, I would also suggest getting Microsoft Digital Image Suite. I have the version from 2006. You can go or Ebay or Amazon.com to see the different versions. On Ebay they had one that had a bid for $8.
If you want to spend more, you could also get Adobe Photoshop Elements 10 for around $100. That does a lot more, but the other are very good if you just want to do simple editing.

If you have Microsoft Office, you should have Microsoft Office Picture Manager as a part of it. It won't cost you anything and is a pretty good basic tool. Very easy to use.

I like it for quick resizing (especially for forum posts that only allow certain size images). ;)

As far as other facets of the program go, the editing features are very basic, but will give you an idea how these particular functions work.

If by chance you are a student or teacher you can get Adobe products like Photoshop at a large discount. They even offer the educational versions at places like Staples.

True here. better for teachers as they are apt to stay teachers longer than students are students. Once a student completes their studies, then they'll have to join the rest of us in paying the premium for future versions. Unless of course they become teachers ;)

If I'm not mistaken, Microsoft's Digital Image Pro is the grandchild of Picture it. I use it all the time with Win 7 Pro. Unfortunately, MS doesn't support it anymore. Try Googling it and see if you can get a copy. I love it.

On the PC, Paint Shop Pro, which is inexpensive, is a prime software. Photoshop on the PC is, well, a bit too functionally different than it is on the Mac, and can be annoying. Paint Shop Pro is properly PC, and can be downloaded. It competes with the full version of Photoshop.

I Googled DIP and saw it on eBay about $50 (didn't remember exact prices.) One guy wanted $200 and it didn't cost that originally.
As far as teachers and students go, you can get deep discounted software at StudentDiscounts.com even if you register for a class at a community college. Sometimes there are limitations, but it may be worth it.

I have used FastStone Image Viewer for years. It's free but he will accept a donation which you will probably make after trying it. It is a great image browser for weeding out the bad stuff. The editing features are quite good if all you want to do is dress up a shot, crop, or resize it, clone it, or do some basic artistic changes. Loads fast and I have never had it crash using it on XP, Vista, and 7.

I use Image Viewer for quick viewing RAWs and Resizer (which has some very cool options including watermark).

There is a free software that may be of interest to you. It's called gimp 2. It has most of the features of Adobe Photoshop. I've been using it for quite some time and I have yet to be disappointed.
