Deleting files in File Explorer

I understand that any photo has to be "fixed", changed or deleted in PSE 12 (in my case) to avoid any disconnected photos. Here is my question. If a photo is in File Explorer and NOT in PSE can it be deleted without causing any problems or do I have to send them to PSE and THEN delete them?

Do you understand that you are not sending your files anywhere and that your files are not actually stored in File Explorer or PSE. Both those programs only point to where your files are located. If you have cataloged images in PSE and delete those images with File Explorer, the PSE catalog may not be updated correctly.

No.
If they are not in PSE (or even in Lightroom) you do not have to do that. Just delete them.

There's confusion for you. One says yes and the other says no but they both mean the same thing. Just delete them. If they are part of a catalogue you will have to update the catalogue.

You can delete it in File Explorer if it hasn’t been Imported into Elements. The Elements Organizer only operates on files that have been Imported into its data base. It will not "see" files that aren’t in its data base.

Photos (files) do not exist in PSE or File Explorer. They exist on a storage medium of some sort. If they occur once only, then no matter how you delete them, they are gone unless restored from Trash (assuming they went there first). And what is a "disconnected photo?"
