Don't worry about costs unless you're after high end stuff. The hobby itself is hurting for new blood while the old guys are dying out. So when trainshows start up again, you'll have plenty of stuff for little money. And just like photo items, Ebay is a great source if you find a reliable dealer. Right now I'm helping a widow sell off many items from his unused collection.

It is always sad to see a widow unloading her departed’s pride & joy that means nothing to her, be it train stuff or camera stuff.

One of my favorite displays has been at the Museum of Science and Industry in Chicago. For years, they had an O-scale layout, but sometime they replaced it with an HO-scale layout that goes from prairie to city.

They are also the home of the Burlington's "Pioneer Zephyr". For years it sat out in the parking lot, but when they built a parking garage, they lowered down and it now stars at their modern entrance.

No, I have seen the outside a number of times, but I've never gone on a tour of the interior.
Incidentally, they spiffed it up after standing outside all those years.

I've been in the Zephyr and they have a wonderful presentation simulation worth the effort to experience. It's brother/sister (Flying Yankee), was still in early restoration stages a few years ago, someplace in Mass.

There would be a lot of photo opportunities in this hobby, but you'd need to brush up on your focus stacking skills.

Someone on another forum uses a Pentax Q for model railroad photography. The tiny sensor of course gives greater DOF.

Sadly, one who used to post on the Pentax Forums was killed in a motorcycle accident.
