Looking at the photo more, I wonder if the nuts and bolts are even real on something photo-shopped.
Lots of that kinda fake stuff out there

Maybe they're for wind turbines. They're probably tightened by air-powered sockets.

Look at what they're sitting on... If they were solid steel they would need a bit more. My guess is plastic or fiberglass "artworks" for display.
