Yes, had the same thing when I stopped on the far side of the berm to take photos of a blast furnace. Didn't know it was against the law. I don't think it was. More like a local asserting his athourity (attitude). I'd much rather deal with a state official. A statie would have probably ask if there was a problem. Ask what I was doing, ask about my hobby. Engaged in courious conversation till I was finished. Told me to have a nice day and waited for me to pull out.
