Yeah, I saw that coming. I'm sure there are people "dealing" with products like that. Imagine serving jail time for selling toilet paper. "So, what are you in for?" I'd be afraid to answer.

Toilet paper comes in packages of 1, 6, 8, 12, 20, 24, 36, or 48 depending on brand and supplier (there may be other sizes I have not come across). For many years I have bought the packages of 20 because they are large enough to last a while and small enough to carry easily. I estimate that our household goes through maybe 1 roll per week, although I have not kept detailed records. Households with lots of kids may go through more, but a large package should hold the average household for a couple months. I have about 30 rolls from previous purchases so I am not anxious about running out. Typically when there's a run on something, people stock up, then there's a lull in demand while they work through the pile.

Fortunately TP keeps. Not so much when you buy large quantities of milk. With modern pasturization techniques, milk can last up to 6 weeks from purchase, and more if you get ultrapasturized milk. Opening the package starts the clock on degradation and it depends on the cleanliness of your refrigerator. You can freeze milk if you have that much room in your freezer. But there's no need to buy more than 2-3 weeks supply at a time. On Friday we went shopping. The milk case was empty. It had sold out by noon. But the store was still getting regular deliveries of milk and the next morning they had plenty. Late shoppers might be inconvenienced by empty shelves but the hoarders will eventually exceed their storage ability and milk will be just another commodity again.

At this point there's no good reason to hoard anything. True, some markets are changing their hours of operation so you might have to change your hours of shopping, but once we get past the initial hoarding surge, things will get quiet again. Not everything is shipped on the same schedule, so you might have trouble finding your favorite brand, but the product will be available in some form.
