I’d say yes. I started with Elements 11 and have Elements 14 now. If you’re back on 8, there would be some new tools for you plus compatibility with new camera models to process RAW. I don’t need to upgrade because I don’t plan to get a newer model camera and I like the tools that I have.

Don’t confuse Photoshop 2020 with Photoshop Elements 2020. Photoshop 2020 is the subscription model. It’s more powerful, but I suspect that if you’ve been happy with what you have it’s probably overkill.

If you mean PS Elements 2020, here is a comparison chart. It goes back only to ver. 15, however, because Elements comes out with a new product every year:
https://www.adobe.com/products/photoshop-elements/buying-guide.html

You can download a free trial of the newest PS Elements to determine for yourself if it's worth purchasing. Be sure to look at the "minimum system requirements" if you have an older computer.

If you've been using ver. 8 all this time (8+ years?) and it still works fine, and you don't yearn for the ability to do something you can't currently, I recommend leaving well enough alone

Among other things, you must be running Windows 10 to use the latest version of PhotoShop Elements.

That’s correct. PSE 2020 is 64bit only. W7 and W8 are not supported.

Why do you want to upgrade? Have you identified something missing, something that you cannot do, that your are missing with your current setup?

Yeah, your PSE 8 is probably 15 years old by now and way behind in what it can do and process! And PS 2020 is a totally other piece of software, than PSE, PSE has some similarities to PS and can do a good 2 to 5% of what PS can do!

Only you can decide if there is value. Compare the features and see what’s new and improved. Weigh that against the cost, not just the price of the software, but the other costs also. Will you need other hardware/software upgrades it might require. Determine if it’s worth it to you. Nobody else can make that determination for you.

"Is there value?"
Only you know the answer to that.
