Does anyone know of a free program that will convert the JPEG pixel count to a smaller number for a picture from my cellphone? For example, the cellphone pixel count is 4m and I am looking to get a 240dpi JPEG in the 400k pixel count.

Are you planning to do the work in a computer or do you want to do the work in situ? If the latter, what kind of cellphone do you have??

You want to adjust the pixel resolution, that is the 'length' by 'width' size of the image as measured in pixels. What are the pixel dimensions of the current file and what do you want them to be afterward? If 400,000 pixels is the desired resolution, this is a file measured as 1000px by 400px, or any similar dimensions that calculate to 400,000-pixels.

This discussion probably has way more detail than you're looking for, but most any digital editing software will help you adjust the pixel dimensions: Recommended resizing parameters for digital images

For free software, the 'resize' option within Windows Paint will help, whether you adjust the percentage or pixels. Apple will have something free and similar. As discussed in the link above, 2048-pixels on the long side of the file is more than enough for the pixel resolution of a cell phone display.

Downloaded paint and it worked OK. Might be a simple post-processing program for simple edits. Thanks for the suggestion.

400000 pixels? I think that's to few for most current cell phones. Most have 2MP or more display.

Just a note: The dpi rating we see on computer photo files I consider meaningless. It is a print resolution, but without specifying a print size, dots per inch (dpi) has no meaning.

My camera shoots 6000 X 4000 pixels. For thumbnails I reduce to 600 X 400, or 800 X 533, it comes out less than 100 kB.
