Oh, I am going to make a WAG that this whole post is a joke - because that is not one of the small pipes they bury for the owls, that is a drain pipe of some kind. But maybe the little guy is waiting around to see what lives in a hole that big.

Gee someone finally figured it out! That is a culvert that runs under the freeway near where they have the small pipes buried in the ground for them to nest! I posted this on FB and they couldn't figure it out either! People take life to seriously!

I was 99% certain it was a joke and decided to go along.
I am still working off 35 years of spending my working days locked in a room full of teenagers from 7th-12th grade. I calculate that if I make it to 98 I will have pretty well worked it off.
