Any help with lens with lens woul be appreciated, the tab on the side tab with ,tab set to full is this normal

The tab on the lens barrel is a focus limiting switch. You set it to the distance indicated where you expect your subject to be.

On full it will focus from minimum focus distance to infinity.
10 meters to infinity it starts focus at 10 meters
2.2 meters to 10 meters it will only focus within this distance
This is done for faster focus within certain distances
Any more with the rest of the tabs. , that was great help , by accident it was set to 2.2 to 10 and lucky I figured it out.

AF/MF is Auto Focus or Manual Focus, VC ON is Vibration Control On/ or Off. The last switch gives you the choice of 3 modes of Vibration Control 1 is Standard, 2 is for when you are panning, 3 stabilizes the captured image and forgoes the viewfinder image.
I have a sigma 150-600 C. I use it for birding. I usually leave it set to 10-infinity. It helps with quicker focusing.

You have three choices to tell the lenses at what distances to look to focus. If your going to focus on only things close by you may choose the first setting, it looks like 10m - 2.2 m (2.2meters to 10 meters, lets say about 7 feet to about 30 feet), if your going to photograph say birds in flight, and they will all be at least 10 meters away, Lets say about 30 feet, to infinity, then choose the second option, this will help the lens ignore anything that is closer to you than 30 feet and should help the lens focus faster. If you want the lens to cover the whole range from 2.2 meters to infinity, then choose the last option, full.

I wonder why a question bothers so many....as a rank amateur I like to see an interesting question and the immediate answer from an expert without having to wander all over the spectrum. I learn better I believe. Plus manuals are written in tiny print and usually condensed sharply so the understanding is many times not there. Just my opinion.

It seems you have purchased a fairly expensive lens that you have no clue how to use. I sense this is going to be a rocky marriage going forward. Wait until you try to calibrate the lens.
