Downloaded GIMP about 16 months ago. Due to wife falling, surgery, falling again and surgery, I have not had the time to learn the program. Finally, clicked on the GIMP icon and a folder opened containing the operating program and the manual, clicking on the program I get about one third of Wilbur (which will accept a photo) but NO toolbox. Finding the Toolbox in GIMP preferences, portrays the Toolbox but dragging a photo onto the toolbox (the only option as nothing else is present that will accept the photo) kicks everything back the one third Wilbur page and back to where I started. There is no phone number for technical support I can find and I have received no response to the email page where support supposedly is available. I'm operating an iMac using the Mojave system @10.14.4 and Yes, I downloaded the Mac software.
Any help will be greatly appreciated.
Not sure I fully understand, but I typically open the file from the Main menu File-> Open, or browse to the folder containing the file and double click (if GIMP is set to default), or right click on the file and open with-> GIMP.
You can drag the file into the main window (GNU Image Manipulation Program) window, but not the tool box.
It's the window on the right in the screenshot below.

How about deleting it, which kind-of sounds like it might be corrupted, and then re-download the latest version?
I had to research Wilbur, which in fact is the GIMP mascot Wilber. Now the post makes more sense. Hopefully my response still works, or like Floyd mentioned, when all else fails, re-install.
