I use FastStone Image Viewer for this. It's also free.

It WILL deal with RAW files, but you have to tell it what extension the RAW file uses. It opens my Sony ARW files without a hitch. I have been using it and its thumbnail viewer for probably 20 years, and it is a VERY robust application. I highly recommend.

Yes, but it doesn't stick. At one time it did, but one WIN10 "upgrade" a while ago stopped it from sticking. On line cures all point to editing the the registry and that's the biggest mess known to computing, so I haven't gotten around toit, hoping that eventually a future "upgrade" will fix it. So far, no good. I did look at my registry but the entries were not exactly the same as the online entries so I hesitated making changes I was not totally comfortable making.

Every time I update IrfanView, at the beginning of the update, it asks me which files I want it to open. I just check the Images Only box, and they always open with IrfanView. Just updated Windows 10, and IrfanView still opens my images.
Note: IrfanView also has a plug-ins installer. If you select all images at the beginning of the install and you haven't installed the plug-ins yet, then windows will complain about an app causing problems with certain files (e.g. CR2, Canon RAW files) and revert back to Photo at the end of the IrfanView install. My solution is to install the plug-ins, then reinstall IrfanView. Then no complaints from Windows 10.

I understand, that's how it used to work for me as well. Now, it will work for a while, then, reverts back to Win10 PHOTO app. Doesn't matter how I set the default app for images, it eventually reverts back to PHOTOS, which sucks in all ways. I don't think it has anything to do with FastStone, or IfranView for that matter, but with Win10 itself.
I haven't noticed what precedes it changing back, but something is amiss for sure, and since a search turns up a number of hits on the same problem, and solutions always goes to registry edits, I think the problem is not isolated to my machine. If anyone else had this problem and found a cure, I'd be very grateful for the solution. Meanwhile I just reset it yet again, and I think I'll try a reboot and see if it survives that.

Thanks MM, I have used every technique I could find, including by file extension, and within the app and still no go. I recall attempting to delete PHOTO from my PC, but that was not straight forward, couldn't find the app, that sort of thing. I used your link to uninstall PHOTO app using powershell, thanks for that. Hopefully that will fix the issue, fingers crossed.
