If only this was true...
We could use those in Washington. Pulling into the left lane and parking there is the norm here, (especially, it seems, among Oregon drivers).
Oh, it IS true, few go by it though.

If someone is oblivious enough to sit in the left lane, they aren't going to bother to read a sign, particularly with that many words.

Alabama just passed a law, on any four lane and no left turn for 1 1/2 miles will get you a ticket.
In Ontario Canada if you drive in the left lane and maintain the posted speed limit you could be ticketed and fined $200 (plus 3 demerit points against your license). A bit of incentive to stay in the right hand lane.

Tennessee recently passed a lane blocking law, which was widely publicized in the press and TV news. And many, many "Left Lane For Passing Only" signs on the freeways/interstates. But there are still too many left lane drivers out there. There are still a number of people who don't watch TV or read the newspaper. But enforcing the law is difficult with the small number of officers out on the road.

The only tiket you will get in Germany on the AutoBahn is for not moving right after passing (and for not following the reduced speed limit in some urban areas).
