the other day when working in PS I was able to work on images using presets. Now the presets are gone. I called Adobe and they said preset are only available in LR. True or not true?

Why you can’t depend on call center answers.
Photoshop had Actions vs. Presets. They do the same thing but Actions were a little more difficult to create and deploy. But I may have seen something changing in that regard with 2020.

Presets in Lightroom are basically recorded slider settings, presets in photoshop are different, basically brushes, swatches, gradients,etc. not adjustments.
Photoshop also has actions, which are basically recorded adjustments.
So, depending on what you mean by preset determines if true or false
CAll centers are a great place to start, however, you do not know if the person you are working with is still a trainee or a 1st level assist. No matter what, none of us know everything about anything, some of us know a great deal about xyz and the rest of us are somewhere between the beginning the all.

How on earth were you able to talk to someone at Adobe?? Please let me know. I"ve been trying to get a contact without success.

try again. I just called early in the am. got a gal in India she took over my desktop and installed 2020l
Don't know if this will help or if I have misunderstood your question if you open an image in ACR any presets that you have can found there including all presets in Lightroom apply your chosen preset and then continue on to PS
What was the number you called. I never could find it.
