The Adobe "Photographer's Plan" at $9.99 gets you FIVE versions of Lightroom, Photoshop, a "portfolio" website, some cloud server storage and more.

A beginner's first step should be to get the free beginners e-book from Victoria Bampton, the Lightroom Queen. It is brief and will prevent the too frequent bits of beginner confusion. Within a few minutes, a beginner will be having fun doing risk free adjustments to an image in the Lightroom Classic Develop module.

I start in Lightroom and finish in Photoshop. They come together for the same price and complement each other. If you wanted to use Lightroom only there might be some things you can't do or cant do easily that Photoshop handles easily. If you wanted to use Photoshop only you would lose the organizing power of Lightroom but wouldn't lose any capabilities for editing.

For a beginner Photoshop Elements is also an option you should be aware of. It is less capable but has features of both Lightroom and Photoshop in one package with no subscription. If you know photography will be lifelong I'd go right to Lightroom/Photoshop subscription, but if you are just trying things on for size Elements is a good intro.

Other than both having Adobe Camera RAW as their RAW processing software, Lightroom and Photoshop are two totally different programs.
Lightroom is designed primarily as an image organizer, thus the keywords, folders, collections and other organizing tools.
It is also does 'non-destructive' editing of photos which Photoshop, unless you specifically avoid it is 'pixel level' editing and thus 'destructive'.
As mentioned above, Photoshop is intended for pixel level editing and features things like layers to aid in that.
Photoshop is a very powerful program, beyond the needs of most of us I suspect unless you are into serious manipulation of your photos.
I do 99% of my RAW editing in Lightroom and only go into Photoshop to do something that can't be done in LR.
Learn Lightroom, tons of good tutorials on YouTube, then in a year or so, if you find there are things that LR doesn't that you want to do, learn Photoshop.
Be sure to take advantage of the organizing tools that are available in LR, they will prove helpful whether you are using LR or PS.

Photoshop can be subscribed to as a stand alone application at twice the price of the Photography Plan - $239.88 per year on Adobe's site. I do not know why one would do that unless it has some features that are missing in the Photography Plan's Photoshop.

I did not know that; and unless there are added unique features, wonder why anyone would buy the stand alone application, especially a novice.

It comes with the portfolio website and more cloud storage, and social media tools whether that is.

I have been using PS since 99 and still learning. Once I started using LR I found for editing raw files it is much much faster and very good. I still use PS for several thing but LR is my go to. The subscription is well worth the price. But then I am more a photographer (though not great) than a computer whiz.
