I was wrong I thought it was a American goldfinch. Now I know it is a Western Tanager.

The Western Tanager is named "western" for a reason, it's range is west of the Rocky Mountains.

I'm not sure what it is but if it is a Western Tanager you should report it to the local rare bird list.
