Parsing jpeg data

I couldn't find an answer in search for this. I copied a pic from Facebook (with permission) from a friend.
It has approx 25 numbers preceded by facebook and ending with jpeg. When I try to edit it in PSE12 I get the following "could not complete your request because of a problem parsing the jpeg data". How can I fix this? Windows 10.

Did you open the image in FB, then pick 'options' below the image, and then 'download'? And you got a file with a 'JPEG' extension rather than 'JPG'?

If you just change the file extension to 'jpg' on the downloaded file, what happens when you open in PSE?

The problem is that the photo won't open in PSE12. It has a .jpg ext. Warning is "could not complete your request because of a problem parsing the jpeg data" even though the ext is jpg. ???

Assuming you downloaded via the process described above, who knows ... I have hundreds of images in FB and downloaded a fresh one earlier and opened in PSE-10 to confirm. If you google the error message text, there are some proposed workarounds that may work for you, if critical to open and edit the image. You might ask your friend to send you the image file directly as another alternative.

Did you try renaming it text.jpg (or anything simple), and then try to open it? Might work.

Facebook does all sorts of nasty things to images when you upload them but I've never had a problem opening a jpeg that I downloaded from FB.
I use either Lightroom or FastStone Image Viewer (usually FastStone) to open them.

I've no idea what's going on, but when I encounter the same problem, I open the pic with the windows editor (Paint? On my phone. Don't have access to my computer right now. ) and then save as something other than jpg. Now I can open the new version with Photoshop Elements without any problem.
