Does anyone have a recommendation for fast slide show software? The fastest software I can find has an advertised "1 second" duration which actually becomes about 3-4 seconds with the transitions between photographs. I am looking for an actual speed of 1 second, including transitions between photographs.

It's not specifically slide show software, but any video editing program worth having will let you do "slide shows" as 1080P or 4K video presentations. You can get frame rates of 30 or 60 per second, if needed! In reality, 1/15 of a second (two frames at 30 per second) is about the shortest perceivable time on screen, though. You can set the duration of any still image to any desired length, down to the frame rate.
Other advantages of video editors include:
Pan and zoom effects (AKA Ken Burns Effect)
Video synchronized to audio (narration and/or musical beats)
Virtually unlimited control of sound and visual effects
Titling
Import graphics, stills, and other image files
Mix multiple streams of video and stills and graphics
I use Apple iMovie and Final Cut Pro X, but Windows users have plenty of options. My recommendation of video editing tools is based on years of producing multiple projector slide shows (multi-image) back in the 1980s. I had a dozen Ektagraphic projectors and a computerized dissolve control system, all driven from a four-track audio tape deck. Video is far simpler to use, and far more capable.

I guess I'm kind of at a loss as to what you are trying to do? It almost sounds like time lapse. If that's the case, then you can use Premiere Elements (not full blown premiere), which is roughly $60 now for Christmas sales. It would also do the stuff bill is talking about above.
For actual slideshow, I use Proshow Producer, and I can set the transitions and the slides to varying lengths. Normally for a "slide show" depending on the "pace" or "feel" of the music, generally 3-5 seconds seems about right. A standard slide show at 1 second per slide would flash across the screen, and probably induce seizures. (OK, that was extreme...sorry)

I too, use ProShow Producer. It can/will do all of what you are looking for, and a LOT more. I recommend getting the manual with it! Trim/modify the length of each slide, and transition, (or all of them at once, or selected slides), easily. Made by Photodex.

I’ve used ProShow Producer and ProShow Gold.
They are popular programs.
You can set the transition time to nothing if you wish.
ProShow Gold is less expensive but quite capable.

I believe this is quite possible with PowerPoint. I remember doing this for a joke on my son once. I had a C prompt with blinking cursor and the message Format Complete. My son recovered. Video editing software is also fine.
Pro Show Gold can do that. I set view and transition times of 0.1 second to animate a jumping frog in a Christmas display - click click click. Go to photodex.com to view samples, watch tutorials, or download a trial. It’s about $80. Very easy to learn.

Highly recommend Pro Show, Gold for less money, and Producer for everything else, but simple slide shows Gold will suffice. I have been using them for many years.

iMovie... See my remarks above. iMovie comes with every Mac and iOS/iPadOS device. After a few initial head scratches, you figure out it will do what you want.
