The law allows for the AG to notate those items in the IG's report with which he disagrees. The IG has no powers of either arrest or referral to a grand jury. That rests with the AG's office. Page, et al, are not out of the woods. They have the option of review and comment before publication of the report. All they're doing is trying to evoke public sympathy to cover their naked a$$es.
