I would not be surprised if the "safety sign, ballard, orange drum and cone" manufacturers did not use their influence with lawmakers as to how many safety items are required per amount of distance. Of course they would consider their influence as a contribution to the lawmakers political campaign for re-election.
As a former employer, I've found that the best incentive for both the employer and the employee is performance based pay with no limit on the high end of potential earnings. Those who don't produce will eventually go somewhere else for they will make very little if any pay and the star performers will continue to produce for their own benefit as well as that of the employer.

For one thing, they can't keep moving the signs and closing lanes every time they move a couple of hundred feet. For another, if they waited to long to give drivers notice, those who are texting or putting on makeup might not notice in time and run into the workers.
Joke: Two workers set out in the town truck to begin their work day. When they arrived at the site, they went to the bed of the truck and realized they had a problem, so they called their supervisor.
"We just got to the work site, but we have a problem. We left our shovels at the garage. What should we do?" The supervisor consulted with the other workers and offered a solution.
"I'm sending someone out with two shovels. In the meantime, just lean on each other."
That was told to me by a town worker.

That is a good point, but when they close down two lanes on either side for 5 miles and they are working in one spot and not moving, that is what is ridiculous and there is no warning about lane closures until you are on top of it. I am here have sat in traffic for an hour to go ten miles because caldrons decided to work on the guard rail and blocked two lanes 5 miles before and 5 miles after the spot they working on. This is frustrating since I am here commute to work 1.5 hours one way.

Speaking from expierence, if you were working in traffic and had to turn your back to do the work, there couldn't be such a thing as too many signs.

What marine 73 said. California is terrible for not giving any warning about lane closures. I am used to Iowa and very clear warning.
Scary, I nearly took out a construction site on I 5 because of no warning. Good thing the truck driver behind me in the left lane stopped to let me in.

In New York City I discovered something about the guys who go out each day to fill potholes; they don't fill them ... they move them! :-) I'm not picking on NYC; I grew up there.

Having said that, I don't blame the blokes for leaning on their shovels...
Try "shoveling" continuously for 8 hours... then you may sympathize too.
