I know that abstract (out of focus) photography is not everyone's cup of tea. I tried a blur technique and wound up with a photo that I thought looked nice.
As abstracts go, I like it... both this way and "upside down".
It does have a very nice look. I’m not an abstract fan, but I do like this!

Looks nice. Almost has a Monet quality to it.
Thanks for the encouraging comments.
Not my usual cup of tea but, I like it.

Yeah, sure, we know that what REALLY happened is that you slipped on a wet rock as you were taking the photo!
It has a definite appeal, but for me the vertical grain keeps it very two dimensional. It seems that a blur brushing over some of the areas, to soften that vertical grain, might break down that barrier. Less like looking through a rain streaked window.
I like abstracts and this one is fun.

I like it. It would be great as a pattern on fabric.
Try "Artistic", "Cutout", in Photoshop, and see if you like it. I'm making the assumption it's in Photoshop, because it is in Elements. Don't know about Photoshop, because I refuse to pay a monthly fee.
