I am looking at some Nikon Primes 50mm 1.2 and 1.4 when it says minimum aperture of 16 and it is a 1.2/4 does that mean it can range from F1.2/4 to F16?

I'm sure F1.2/4 is not a recognised aperture for a Nikon lens. f/1.2 and f/1.4 are maximum apertures for 50mm lenses.

Where did you get the 4 in the F1.2/4 from?. I have a Nikkor F1.2 here in my hand there is no 4 in the markings.

I'm sorry I expected people to understand that When I mentioned the 2 separate lenses as 1.2 and 1.4 that they would understand the combo at the bottom was to minimize the length of my post. And that is Referencing the 2 lenses separately 1.2 and/or the 1.4 I should have used the word lenses, My apologies

Yes, your aperture will range from 1.2 or 1.4 all the way up to 16.

Do you intend to photograph a black cat in a coal mine? If you do not I see no reasons to buy a 50mm f1.2. Save your money and buy the 50mm f1.4 or the f1.8. Both will do very well in low light situations.

Just so you know the Nikon 50mm 1.8 e is just as sharp as the 1.2 and 1.4. And, the 1.8 is a lot lighter, and not as expensive, and has excellent reviews. AND, it is currently on holiday sale. What could be better.
https://www.bhphotovideo.com/c/product/766516-USA/Nikon_2199_AF_S_Nikkor_50mm_f_1_8G.html
and the aperture range is 1.8 to 16

I want to thank all of you for your responses I will look into the 1.4 or 1.8
I just get lazy sometimes and hate setting up a tripod and want the fastest low light lens I can get To shoot hand held. but maybe I should just set up a tripod and save the money.

I would go f1.2 or f1.4 if you cannot afford the f1.2.
I love my f1.2.
f1.4 is an excellent alternative to the f1.2.
f1.8 is a distant third place and does not compare to the other 2.
