This image again appears very overcooked. Again according to the Exif it has had the following PP done;

Vibrance +12
Contrast 2012 -16
Highlights 2012 -100
Shadows 2012 +69
Whites 2012 +2
Blacks 2012 -24
Clarity 2012 +24
Dehaze +13
Texture +42

I would suggest your problem is the excessive amounts of Clarity, Dehaze and Texture used together.

I could be wrong, but I think of those 3 as "local contrast by way of frequency separation" instead of their somewhat arbitrary names. The regions they affect overlap, but dehaze is the lowest frequency and so the least detail, texture is medium detail, and clarity is most impactful because it is finest detail. But all are changing contrast between neighboring edges.
