I pay my monthly subscription to adobe for the use of LR Classic. I have it on 2 machines - a Mac Book Pro & a windows based laptop. I can do just about anything that LR can do on my Mac but on windows UUGGHHH. On windows I can't even get the program to open. When I double click on it, it opens briefly but then when I go to work on a pic the program tries to open again. Needless to say this can't happen and it freezes up on me. No matter what I try (uninstalling & re-install) it still does the same thing. I've tried opening the program every way that I can think of but it always does the same thing. I tried calling the support from Adobe - what a joke!!! waiting on hold for 45 minutes one night and then last night when I first got on the phone they said the wait time was 15 minutes - 85 minutes later I still hadn't talked to anyone. FRUSTRATING. Any hoggers out there experience or hear of anyone experiencing this?
Open a technical support chat instead. Adobe can remote into your machine, if needed, and see what's going on. Needless to say, there are millions of LR uses on Windows machines, even as we type, happily and successfully using LR. You just need another set of qualified eyes to recognize what is wrong with your machine / install.
You didn't say what version of Windows. You said re-doing the install, but have you re-downloaded the latest install file for your specific version of Windows and 32/64-bit processor, if applicable?
Been having some problems with LR since the recent up date. Not nearly like you though. Blinks out every so often and has gotten incredibly slow.Thinking about canceling my subscription and going to something else. Bummer.
Perhaps your window's based computer is not equipped to handle the software? Have you checked the Adobe site to ensure that your equipment will handle the program? That might be a good first step.

What are the specs for the windows machine. I have an 8 yr old machine running Win7 Pro, with 32 gb ram, an i7 2600K running at 5 ghz, 12 tb storage, and a 1 tb SATA SSD for a boot drive, and a Quadro P1000 with 4 gb driving two 1920x1200 displays. LR and PS are both very fast, about 80% of the speed of a cutting edge, multi core i9 and m.2 system drive. LR starts up in about 12 secs. I can't complain. All software and drivers are up to date.

It really sounds like more of a Windows problem since you are using LR on you Mac. It sounds like there is some type of conflict internal to your machine in either hardware or software. Is this something that just started after a recent update or has it always had problems with LR? It sounds a lot like a memory issue. CHG CANON is very good at these LR issues and I think his suggestion is your best option.
You mentioned that your Windows was up to date but is your hardware up to the task as someone noted above?

Try turning the graphics processor to off in LR. Edit>Preferences>Performance>Graphics Off

my thoughts also as a possibility. they have or had a page with the listed minimum requirerments.

Are you using at least the minimum Adobe-stated hardware and software for Lightroom Classic? They posted it here:

Up to date? Which version? Only Win 7 and certain versions of Win 10 work with Lr Classic.
Compare the ENTIRE spec sheet with your computer's capabilities, before contacting Adobe. Otherwise, you're just wasting your time.
If you have the required hardware and OS, then you definitely need to open a chat or speak to a technical service rep.

I had a similar thing happen to me so I opened a chat session with Adobe. They updated my Windows laptop video drivers and all is well. Sometimes it's just a simple thing like that to get it working properly.

This is a good suggestion. My graphics processor, an AMD Radeon HD 7570, passes their checks yet behaves badly. A recent change to the dialogue “Use Graphics Processor” gave three choices , Auto/Custom/Off, and the update defaulted to Auto. That really slowed things down on my machine and caused occasional crashes. So try Off!
