This is typical of the main, only, road from Birdsville in far west Queensland to Windorah, not quite so far west. About 400k between the two and nothing in between except the Rainbow Serpent. The work was done by "local" aboriginals, "local" could mean anywhere within 100 or so kilometres. The work was done with natural stones, none were coloured in any way. It was completed in 2012 and I have no idea how long it took. The tail of the serpent goes around the hill. You can see from my partner the size of the work.
The Rainbow Serpent is common to the stories of all aboriginal tribes throughout Australia and is said of be the founder of all things so is much revered within the many and varied cultures of the first people.

From Wikipedia:
"Toronto was named after Toronto, Ontario, Canada, in honour of Edward Hanlan, a Canadian world-champion sculler who visited Australia in 1884".
I knew that but had to look it up to get the detail.

There's another Totonto - Toronto, Ohio, about 10 miles from where I live!

How can any vehicle's tires survive this road?

As bad as this looks, most outback drivers give a sigh of relief when they come to such a "good" stretch of road.
