Is this a composite? If not I can't figure out why the back bird is out of focus after seeing your camera settings. Strange to me.

No, it’s not.. weird right? Maybe just that he’s moving but I had a pretty quick shutter speed I thought.

I am going to take a wild guess and say that the ducks were about 75 ft away. The depth of field at 75 ft is only 18 inches, and at 100 ft its 2 ft 9 in. You can see that the face of the front duck is pretty good, but the tails starts to get a little soft.The duck in the background is out of focus - and probably around 3-4 ft behind the one that is in focus.
The shutter speed seems fine.
