Just got back from Virginia Beach two weeks ago, cut short by hurricane Dorian. You can go on sightseeing boats, they know where the dolphins hang out for photographs but as far as wildlife shots, I have no idea. Good luck.
You should go to Fort Monroe, just on the other side of the Hampton Roads Bridge Tunnel. It’ well worth your time. Also you can take a boat tour that leaves from Hampton that covers the whole Harbor, many photographic opportunities.

There is also a neighborhood, visible from I64, that all the homes light up, like you’ve never seen. Heavy traffic through the area, takes a while to navigate. Worth the time it takes.
I suggest Colonial Williamsburg. It's a little further than 20 miles but worth it.
Be sure to go UNDER the Lesner Bridge! The new bridge has wonderful lighting. Park in the lot just south of the bridge and follow the boardwalk underneath.
The sun may have moved too far south to get a good sunset picture on the Lesner Bridge but still a good shot of the Chesapeake Bay Bridge
