Question Regarding Long Trains

The argument as I understand it is that under the Supremacy Clause of the Constitution local authorities are preempted from crossing blockage regulation because of the interstate commerce nature of railroads and that the Federal regulations preempt local control of such matters. The whole article was not available, but the headline tells the story.
