The 80D refurbished from Canon USA website has a 1 year factory warranty. The used cameras from the other sources likely have a shorter "store" warranty. All those are reputable stores. But, would you rather have a warranty repair done by the manufacturer or by someone at the store or outsourced elsewhere?
The 80D refurbished from Canon USA is actually $699.99 right now... $99.01 less than you noted.
The 80D refurbished from Canon USA for $699.99 is bundled with both EF-S 18-55mm IS STM and EF-S 55-250mm IS STM lenses. Presumably the used 80Ds at the other sources are "body only".
So with the refurbished 80D bundle from Canon for $699 you're essentially getting around $600 worth of "free" lenses (18-55 STM sells for around $200 and 55-250 STM for around $400). Do any of the used cameras include a lens?
Even if you don't need and want those lenses, you could resell them pretty easily and probably recoup $300 to $400 of your cost to buy the camera w/lenses.
The 80D refurbished from Canon USA is packaged "like new", with body cap, strap, battery, charger and documentation. Used items may or may not include all those items.
A "refurbished" camera might be practically unused. It may have been a demo model that was taken out of the retail packaging and can no longer be sold as new. It could have been a demo model in a store for some weeks or months... or at a trade show for a couple days. It also may just be overstock either within Canon USA's distribution system or returned from a store. The packaging might be damaged or shelf worn, but the camera and everything inside just fine. Of course, a refurb also might have been returned due to some fault... but presumably that would have been fixed before it's offered for sale.
A refurbished camera will likely have been inspected by a experienced, trained Canon tech (and any repairs, if needed at all, done using new OEM parts). Is the same true of the used cameras? Probably the people at those stores are pretty expert too... but who knows.
In fact, a refurbished camera probably gets more careful inspection and more thorough testing than a brand new one sees during the quality control process at the factory. Hopefully the same would be true of a used item. But, again, who knows!
