New computer Dell Inspiron 5700 Intel I7 8550 CPU 1.8GHz 16GP ram. Installed Adobe Elements 19, unable to transfer Raw pictures from catalog to anywhere. Jepc pictures work but take about 90 sec. to transfer. Also installed Elements 13, that program works fine. Any help is wellkome.

Check the requirements for Adobe Elements 19. Your computer operating system may need to be updated to the latest version of Windows. Always reboot your computer after installing new software.

Right. If 13 works, but 19 is slow, there's a conflict between the computer and version 19. I bet this will be solved before we get to page 2.

2019 - same requirements as previous versions.

Go to the lower left corner of your screen and right click on the Windows icon same as you would if you were shutting down. When the pop-up menu appears left click on 'Task Manager'. The 'Processes' page will show you how your system resources are being used. The 'Performance' page allows you to monitor selected areas such as CPU, Memory, etc. The 'Start-UP' page is the one you really want. Odds are that you have so much stuff starting up and running in the background that you are wasting a large portion of your computer resources. Most people do. Many of those programs can be disabled to save resources. That only means that if you do go to use the program you will have to wait a few seconds for it to start instead of already having it running in the background. Some programs are totally unnecessary. Some you won't recognize. Google them or have your neighbor's 8 yr old kid explain them.
There's a good chance that both of your Elements programs are running. Totally unnecessary. Plus, the more programs that start automatically the longer your start-up takes. Programs like Norton are notorious resource hogs. I remove those programs completely and use more efficient, and, IMO, better performing security programs.

When I upgraded from Elements 11 on my old PC to 14 on my new one I did a full Catalogue backup to an external drive and then did a Catalogue Restore from that to my new computer, no problems.

Your computer's CPU might be an I7, but 1.8GHz is extremely slow!

You also can go to the same area and turn of a lot of the Windows "eye candy" that makes for what they think of as a more attractive "desktop experience." Or just set the system for "Performance."

My I7 laptop runs fine on PSE 15, think would run fine on 19 also. It has 2.4 GHZ. 8GB RAM 1TB HD. The only time mine runs slower is if I'm stitching shots taken with a 18 MPL camera and use more than about 5 or 6 shots. If taken with the 10 MPL camera I can go to 6 or 7 shots before it slows down too much.

OP said it's a new computer. It should have the latest OS (Win 10-1903) or maybe one version back from current (-1809). Probably not an issue with the OS.
