First off I want to thank you for letting us work with your photo. It could get finessed in so many ways.
I see that you have Lightroom, do you also have Photoshop?
All of my work was done in Photoshop. Many of my layers were using the same Camera Raw editor same as in the Develop area of Lightroom.
Needed to straighten out photo. Looks like the water is going up hill before it cascades, also all the trees are at an odd angle. I have learned than working to create a black and white always get the color photo as good as possible for a starting point. I tried to get as much contrast in the mountain as possible without plugging blacks or blowing out whites. I opened up shadows and sharpened overall picture. I then added another layer to remove some of the blue cast in the water. This could be done with a brush tool in Lightroom changing the temperature. After getting everything as I thought it should be I used Silver Efex Pro and turned it into a B&W. The filter I used gave it a cream cast. I added a curves layer and darkened up the right top corner to giving the sky a more natural graduated look. Now I added another layer for the clouds. These were added using a cloud brush painting with the same color as in the brightest part of the mountain. Set the brush to about 30% and choosing the white color in the mountain. As mentioned before Silver Efex gave the picture a cream cast so I now added a B& W filter layer to clean that up for a brighter picture.
Submitting both color and B&W versions.

BTW I really like the color version the best.😎

Jim.....amazing what you did and so glad you gave me a play by play on how you did it. I do have Photoshop and the Nik collection as well. I will print this out and try to recreate what you did.....such a great learning experience for me since I don't know photoshop very well or how to use the Nik collection software very well either.

I wish I could remember the exact Nik filter I used. I know it was not a high contrast one and I didn't move the sliders. It might have been a Sepia one and that was the reason it had the cream cast.I decided to upload my Photoshop file. It will take a while to download it's a large file 276M, maybe 10 min. I did this with Photoshop CC. Inside the first couple of layers you will see Camera Raw Filter, Click on this and it will open and you can see what my setting were.
