People who live in those countries with such well built and maintained subway systems, must be appalled when they come to Boston and use the Boston subway system.

I think because geographic constriction, especially in the big cities, the European countries have decided the public transportation is the best way to transport people, so they invest and build the best system.
Another benefit is 'Health', average Londoners or Parisians walk 10 km a day, this benefit alone would pay for itself.

Definitely. Walked many miles just for the sake of exercise before age and health issues strictly curtailed that past time.
