Tom, this place is far from Bel Air. May be some day you may like to visit this place. This place don't have that many lotus plants compared to lilies. They have several ponds of different kind and colors of lilies. If you want to shoot lotus as well, I think best time is first 2 weeks of July. There is another place in DC which has lot of lotus plants. Lot of professionals go there to shoot flowers, butterflies and birds. Of course they have lilies as well but not as many as Lily Pons has. Lily pons is a commercial place. The management is very nice. They welcome the photographers and never ask them what they were doing. Sorry, the name place in DC is called Kenilworth Gardens.
