I don’t think there’s an economic exemption in the flag code.
But to be clear, I think that displays of the flag should be permitted in the flag code as long as it is done tastefully and with respect to the flag. I don’t think flag should be prohibited from clothing as long as the intent is supportive. But the flag should be displayed as specified: with the block of stars in the upper left. Displaying it inverted is disrespectful unless it’s an emergency.
