I enter a lot of photos in our state's contest put on by the tourism committee.
I got a note this morning that they want me to give them a price per photo for them to have unlimited use of them for promotions and etc
I have no idea what to tell them
First off, don't sell them the photo. Lease them the right to use it. Within that lease, there should be a specification of whether it is exclusive or not. Additionally, the lease terms should provide for extending past the lease expiration date. That is simply leasing it again. However, make sure the fees you charge for leasing are not bound to the extension.
At this point, you'll need to do some research as to how much they have paid in the near past, how much they are prepared to pay presently, etc. Anyone providing a dollar estimate to this question at this point is working in fantasyland.

(I would definitely state non-exclusive rights.)

A govt agency like a business may not allow you to put certain restrictions on the use of the picture(s) or ownership after they pay for it.
If you choose not to accept that ....if it happens you have another decision to make.

Contact a copyright attorney and do whatever they suggest regarding a use agreement. Then ask the agency what they usually pay.

as of now I guess they have people willing to take between $75 to $450
so I will just have to come up with a price I am comfortable with
