High speed sync is for single photos. As previously stated, it fires several times during the one shot since at high shutter speeds only a portion of the sensor is exposed at a time. After that shot the flash must recharge. If you keep your finger down for continuous shooting you are exceeding the capability of any flash. I have no idea what the camera says to the flash in that situation.

As far as outside vs inside, outside less of the image has items (walls, ceiling) close enough to reflect the flash's light, so the camera sees less illumination and asks for more, which depletes the flash sooner.

I am a new to Flash Photography, but could it be the Flash is not recycling fast enough or not at all.?

No flash can recyle fast enough to follow burst shooting.

Some can...with the right equipment and setup...broad generalities are not always accurate...

A strobe that can recycle this fast would have to be big and probably powered from the mains. Nothing that fits into a flash shoe will do this. The question reeks of inexperience.
