If you're creating a camera original start with optimal quality -- you can always generate a second version for reduced size but if that's the camera original you can't recover loss.

My question, exactly. If you happen to have to send or utilize a smaller version, then do that in processing. In camera, opt for the best image and then tailor it to your needs.
but it's in the menu...you have to chose one or the other
I have been satisfied with optimal quality, and have my cameras set that way. You might conduct a small experiment on your own and see which you prefer - one against the other, crop, etc.
For items I put on eBay I use my 13 year old D50 at lowest setting. Much easier to work with and the quality is fine. - Dave

If my camera doesn't have the RAW option I would pick optimal quality. Since you chose to use JPEG instead of RAW (as you camera can shoot in RAW) which option should you choose depends on your reason to go with JPEG and not RAW. If you chose JPEG to save memory then choose Size Priority.
As a Canon owner, I have not seen those settings. Those names must be brand specific. I do choose the highest jpg.

I never shoot jpeg, nor did I ever shot one, but to me that sounds like a one and very same thing!

If you are referring to smaller size over higher quality,
I'd take higher quality any day.
(My camera does not have a size priority option.)
Once edited I save in high quality and then save lower quality with an S suffix for use sending in emails.
"Size priority" would be a smaller file to conserve SD card space if it was almost full. You will still get photos, but less quality for blow-ups. To the eye and on the screen, they will look much the same as "Quality" priority.
