Lens filter stuck on lens

I disagree. John_F's question was based upon information included in the OP's post. I was also curious as to why the lens surface would get dusty when covered by the filter which is now stuck. Possibly, the OP changed filters under dusty conditions. It's a fair question, and the OP received plenty of responses dealing with the stuck filter.

I may be wrong here but if you twist the clockwise wouldn't that tighten the filter? I use this method and I always twist the lens counter-clockwise.
